The creation of the new police and fire safety services facility for the city of Wooster required the development of a difficult site. Shallow bedrock and the need for extensive on-site stormwater management required steep basin slopes. To meet buffer requirements, screen trees tolerant of inundation were placed within stormwater basins and shrubs located on the slopes. Plant selections, largely native and drought tolerant, were selected for their ability to grow in tough conditions while still providing the ability to block views of parking areas from the surrounding residential area.
